 Explore & Define

This is where the purpose of the project becomes clear, and the lead organization has approved it to go forward. A project moves to the next stage when the foundation is in place, there’s a well-defined idea that’s ready for planning.

Overview

Halifax’s cruise sector is poised for significant growth, with passenger visitation expected to nearly double by 2030. While this expansion promises strong economic returns, it also presents pressing challenges. On peak days, multiple ships already stretch the city’s transportation network, attractions, and neighbourhood capacity, creating congestion affecting visitors and residents.

Halifax needs a balanced, future-focused strategy to capture the benefits while minimizing strain. This means ensuring sustainable growth, supporting local business readiness, and protecting quality of life. Establishing a Cruise Growth Task Force and Management Framework will guide capacity, workforce development, and infrastructure investment decisions. With these measures in place, Halifax can remain a leading Canada–New England port while safeguarding the character and well-being of its communities.
